Reputation will generally change via adventures, wars and similarly climatic events. Also proposed action: Manage Reputation:Increase or decrease Reputation up to -6 or +6 (max -3 or +3) Base: Ob 3*increase+1 (4, 7, 10, 13, 16, 19) If multiple characters attempt to manage reputation on the same character on the same turn, only one/two rolls are made: - All characters trying to increase help each other and provide +1D to the person with the most Skill + Holding + Stability. (Tie broken by Skill, Holding, Stability, Initiative)
- All characters trying to decrease help each other and provide +1D to the person with the most Skill + Holding + Stability. (Tie broken by Skill, Holding, Stability, Initiative)
- A versus test is made between those trying to increase or decrease. The difference is applied against the base obstacle to determine final outcome.
Failing to manage reputation will paint you as a villain and cost you -1 Reputation.

It is contingent on what a reputation does for you. For instance would a +3 reputation give you +3D to all Domain actions in your province and a+3D to any social actions in the province? That would be pretty darn powerful and maybe I would raise the cost either by higher objective or make the action itself very expensive.
My general opinion is that if reputation fluctuates between -3 and +3, that their should be a limit on raising it with a domain action. The last step or 2 should be gained through awesome action rather simply a domain action. Maybe a range of -3 and +1 through domain action, and then allow it to get up to +3 through major adventure, wars or similarly climatic events.
